Survey on DRRM Capacities of State and Local Governments in Malaysia

This study focused on fact-finding from each state to allow cross-sectional understanding of DRRM capacities, which are then translated into recommendations to support effective and meaningful implementation of DRRM measures. Keeping in mind each state’s and country’s resilience agenda, this survey is structured in a way that highlights the identification of local needs, strengths, challenges, opportunities, as well as policy recommendations, interventions, and action plans.

The state governments of Selangor, Penang, Kelantan, Melaka and Sabah were chosen for the pilot surveys, with Selangor being used as the benchmarking state. The framework of the survey consists of four sections, (1) baseline information; (2) local disaster risk profile; (3) needs assessment; and (4) policy recommendation/ intervention. From the results of the survey, several key policy recommendations were suggested to be considered for future implementation.
